Abstract

Povećanjem opsega europskog tržišta bespilotnih letjelica (dronova) i njihovog potencijala u
gospodarske i druge svrhe, Europska unija je bila primorana donijeti nove pravilnike tj. uredbe
koje propisuju tehničke zahtjeve, operativne procedure i operatere koji njima upravljaju. U radu
je detaljno obrađena klasifikacija bespilotnih letjelica prema kriterijima propisanim od
Europske unije. Pozornost je posvećena i gospodarskom potencijalu ovih letjelica. Istražuje se
i klasifikacija tvrtki koje u ovom sektoru djeluju, njihove doprinose inovacijama, tehnološkom
napretku i zapošljavanju u Europskoj uniji. O ozbiljnosti ovog područja govori i činjenica da
Hrvatska agencija za civilno zrakoplovstvo ima poseban odjel koji se bavi isključivo sektorom
bespilotnih letjelica. Obzirom na veliko tržište ovih dronova i njihovu laku dostupnost, sve je
veći broj operatora koji bespilotne letjelice ne koriste u skladu sa zakonom pa je ovdje jasno
prikazan sustav kazni i kažnjavanja.

Abstract (english)

With the expansion of European unmanned aircraft (drone) market and their economic and
other potentials, European Union was compelled to introduce new regulations that specify the
technical requirements, operational procedures and operators who fly them. This paper is
provided with detailed classification of unmanned aircraft based on criteria prescribed by the
European Union. Attention is also given to the economic potential of these aircraft. It also
researches the classification of companies operating in this sector, their contribution to
innovations, technological advancement, and employment in the European Union. The
seriousness of this field is addressed by the fact that the Croatian Civil Aviation Agency has a
department dedicated exclusively to dealing with the unmanned aircraft. Considering the large
market and easy availability of these unmanned aircraft, there is an increasing number of
operators who do not use them in compliance with the law, and this paper clearly outlines the
penalty and sanction system for such violations.
