Abstract

U ovom završnom radu opisane su energetske zajednice kao nove inicijative građanske
energetike. Također je napravljen pregled Direktiva Europske Unije te zakonodavstva i
pravilnika Republike Hrvatske vezanih uz promicanje obnovljivih izvora energije i
visokoučinkovite kogeneracije kao i organizacije tržišta električne energije, ali i problema
koji su proizašli njihovom implementacijom i provedbom. Kroz pregled su opisani tipovi
energetskih zajednica koje su klasificirane kao Energetske zajednice građana i Zajednice
obnovljive energije. Temeljem pravilnika i zakona Republike Hrvatske prikazani su tehnički i
zakonodavni uvjeti za uspostavljanja i osnivanje energetskih zajednica građana te su prikazani
primjeri dobre prakse postojećih energetskih zajednica u Europi. Za kraj napravljen je
jednostavan proračun financijske isplativosti osnivanja energetske zajednice građana na
otoku Unije uspoređujući udruživanje građana u energetsku zajednicu s klasičnim korištenjem
mreže za potrebe potrošnje električne energije i s rješenjem pojedinačnog investiranja u
solarne elektrane.

Abstract (english)

This thesis gives detailed description of the energy community concept as part of the new EU
energy initiative. An overview of European Union Directives and legislation and regulations
of the Republic of Croatia related to the promotion of renewable energy sources, high-efficiency cogeneration and managing the electricity market, as well as the problems arising
from their implementation was made. Through the overview, the types of energy communities
are described, which are classified as Citizen energy communities and Renewable energy
communities. Based on the regulations and laws of the Republic of Croatia, the technical and
legislative requirements for the establishment of citizen energy communities were presented,
and examples of good practice of existing energy communities in Europe were given. Finally,
a simple calculation of the financial profitability of establishing a citizen energy community
on the island of Unije was made, comparing the scenario of citizens organized in energy
community with the scenario of classic use of the grid for the energy consumption needs, and
scenario including solution in form of individual investments in the PV plant.
