Abstract

Emisije plinovitih i krutih onečišćujućih tvari iz motora s unutarnjim izgaranjem koji se
ugrađuju u necestovne pokretne strojeve (NCPS) nemaju veliki udio u ukupnim emisijama ali
je i dalje značajan. Stoga je Europska unija (EU) donijela Uredbu 2016/1628 kojom se žele
ograničiti emisije te definirati sustav homologacije i nadzora tržišta. Cilj ovoga rada je osmisliti
prijedlog provjere dokumentacije o homologaciji NCPS-a, vođenja evidencije i nadzora tržišta.
Na početku rada definirano je što su to NCPS te napravljen pregled podjele po kategorijama.
Zatim je napravljen pregled zakonodavnih akata koji su se primjenjivali i koji se sada
primjenjuju na NCPS-e, sa naglaskom na Uredbu 2016/1628 Europskog parlamenta i Vijeća.
Prikazano je tko su karakteristični uvoznici i distributeri NCPS-a u Republici Hrvatskoj.
Nakon toga je napravljen pregled homologacije cestovnih motornih vozila prema Uredbi
2018/858 i kako je definirana homologacija NCPS-a u Uredbi 2016/1628. Prikazano je kako su
to Republika Hrvatska i Savezna Republika Njemačka implementirale u svoje zakonodavstvo.
Na kraju rada dan je prijedlog za novi Pravilnik kojim bi se utvrđivala sukladnost, nadziralo
tržište i vodila evidencija motora s unutarnjim izgaranjem koji se ugrađuju ili su ugrađeni u
NCPS. Smatra se da bi se time poboljšao trenutni sustav homologacije NCPS-a.

Abstract (english)

Emissions of gaseous and particulate pollutants from internal combustion engines installed in
non-road mobile machinery (NRMM) do not account for a large share of total emissions, but
are still significant. Therefore, the European Union (EU) adopted Regulation 2016/1628, which
seeks to limit emissions and define a system of type approval and market surveillance. The aim
of this masters thesis is to design a proposal for checking NRMM type approval documentation,
record keeping and market surveillance.
At the beginning of the thesis it is defined what are NRMM and an overview of the division by
category was made. Then, an overview of the legislative acts that were applied and are now
applied to NRMMs was made, with an emphasis on Regulation 2016/1628 of the European
Parliament and of the Council. It is shown who are the typical importers and distributors of
NRMM in the Republic of Croatia.
After that, a review was made of the type approval of road motor vehicles according to
Regulation 2018/858 and how NRMM type approval is defined in Regulation 2016/1628. It is
shown how the Republic of Croatia and the Federal Republic of Germany implemented it in
their legislation.
At the end of the thesis, a proposal was made for a new Ordinance that would determine
compliance, monitor the market and keep records of internal combustion engines that are
installed or have been installed in NRMM. It is believed that this would improve the current
NRMM type-approval system.
